New Jungle Concept - Dynamic Smite

I like how they tried to make Smite the way to access the jungle for the item, and the different ways to use smite. It was, again, trying to fix the problem with the tank jungle(I think). As I have began understanding the Jungle more from my teams Jungle main (he mains Sej along with the J4 and Vi before they've become the go to guys of Season 5) and him explaining what happens if you take a tank/lower tier I began to think of the smite changes and how that type of thinking could be implemented towards these other junglers to 'buff them' but not have them become power house top laners like a certain Oak Tree did, or my now dead friend, Zac.

My idea is this; Have smite be coded in a way that it interacts with champs giving them buffs/perks. Not blanket buffs like they are trying to balance now because that seems not to be working by all the complaints. Now this type of buff, or perk, could be extra stats, could be how an ability interacts with neutral monsters, could be a lot of different things, could be nothing at all, but the idea is sound in a way to give each deemed Jungle Champ, that extra boost it needs, whatever it may be. This concept also doesn't take away from the non jungle picks in to jungle either.

Some down side is what if the Top laners goes smite for that type of buff/extra stats or support, well I don't know but its just that type of idea that may help. Can also make smite 1 per team, but what happens to the strategy of taking 2 smites or in the case of solo Q, the troll factor.

I also believe that this would be more of a long term type of solution as the type of coding needed let alone testing, would be a Season 201(6) type of thing.

I'd like to thank /u/xShepherd http://www.reddit.com/r/leagueoflegends/comments/2x8j4j/small_jungle_fix_suggestion_from_a_master/ and his idea to allow me to write this post and get out my idea and possible a long term solution for the next generation of champs, though I do love his idea of it being a mastery, and a short term solution(maybe the long one who knows) to making the jungle feel worthwhile.

Thanks for reading, Meow the Great

TL;DR: Have smite interact with champions by either giving them stat buffs/perks for specific champions instead of a blanket solution that is not solving the problem.

Rarely played in current meta, it is a nice pocket pick but, better things out there, but the discussion is about smite being coded to act differently with different champions for a better balancing act, not the blanket treatment which is the current solution of riot atm.

I don't understand the down vote to bring a new creative idea to the discussion of the jungle. Did I not explain my point of view correctly?
