Well with only those two options, Morde is times more broken. With one item (liandries) he's able to basically 1v5, thats not even including stuff like Spirit Visage and Warmogs.
Neither are broken, obnoxious yes. If you want to look at a broken champion from a gameplay perspective look at Garen, stupid champion is a walking stat stick.
