AGREED: Champ Select Needs a Vote-Kick Option

I feel that Riot should introduce vote-kicking during champ-select.

Once the process is started, it extends the champ-select process by some amount of time to give all teammates in champ select time to vote. In addition, it should have a drop-down menu (like in post-game reporting) in regards to why players want to kick that individual (verbal abuse, negative attitude, trolling, role/lane stealing, failure to communicate, misuse of vote-kick function, etc.).

Teams need a 3-1 yay-to-nay vote to successfully kick a player, and the player who is the subject of the voting cannot cast a vote. The super-majority vote is to offset the possibility of trolls using this function in an effort to further troll the game.

If a player is kicked, that player suffers a penalty in proportion to why they were kicked and how often - a penalty similar to dodging a game. That way people (who are really doing their team a favor) who feel required to dodge because of trolls and instalockers aren't punished, and the true culprits are.
