ARAM snowball cooldown is too low.

In the spirit of Riot's year of "Strategic Decision Making" and the on-set of the the ARAM snowball it has become apparent that there is zero decision making in the use of this summoner.

People are just randomly flinging out snowballs because there is almost no cooldown on them. You don't even need to hit your target because if you hit someone else, you are usually close enough to cc the proper target. I have seen people use them to cs, because the cooldown is that low.

TLDR: Snowball cooldown is ridiculous, needs to be increased.

it isn't like a spell, it is like a 5th ability ... and mostly for those that are hard to kill, not for squishies.

A flash sometimes isn't enough to get away from the cc and gapclosers ALREADY on some champs... Lower the cd on snowballs, up the cd on flash or just get rid of snowballs. They were fun for the poro king but now they're just a serious annoyance. Also to be in line you'd have to give flash a way to damage an opponent or heal yourself, and a way to counter stealth. Does the snowball slow too? There is nothing in line with those snowballs. Come on.

There isn't a strategic decision to be made about choosing this spell in champ select. It is clearly superior to every other summoner spell. It's even a better option for pure damage than Ignite, which is insane because Ignite is supposed to be the pure damage option, plus it offers more utility than many champs have in their entire kit and does it on a 20 second cooldown. Mark is not at all balanced with the other summoner spells.
