Match Making and Account Penalty Relationship?

Okay, I have a suspicion that the super shitty match-making lately is an inside job, a conspiracy inflicted on those who were penalized to make their gaming experience even more unpleasant and tilting as retaliation. So I propose a poll to see how true this is. I'm super curious.

Only those with accounts that have incurred penalties would this apply to.
