PBE LAG

I need an explanation for the lag on the PBE server. I'm sure everyone who has been on the Pbe to play some urf or any game mode really has experience the lag of 120 ms or more. Why is this happening, I do not enjoy playing this game with this high ping and I'm sure that nobody else likes it either. Is it the over flux of players or is it just the Riot servers that are taking a nap??

I usually get 120 ping every other game, and its so annoying for arurf. The ping is "normally" 56 ms for me.
