Who counters pantheon early game

He is very obnoxious to play against you are forced to farm under turret even then he freezes the lane and spam spears while under turret

Basically, anyone who can survive against him without feeding or letting him roam. Also, not relying on autoattacks for trading is a definite plus.

Pretty much everyone outscales him, so that isn't really an issue.

I would probably recommend:

Malphite - Rush armor, take advantage of your passive, farm it out
Singed - Proxy farm, you basically just bypass the laning phase and become unkillable afterwards. Also, if he ever roams with his ultimate, he is going to lose a lot of CS.
Maokai - Sunfire Cape -> Iceborn Gauntlet. When fighting him, use your W to avoid his spear and your Q to disrupt his E.

Don't ask for a counter that straight up wins a fight against him. That's not how you beat Pantheon.

You beat him by not dying in your lane and farming up.

I beat him with Illaoi . Low elo players are terrified of her and pantheon is no different. best part is all pantheon can do is all in, but if hes scared he will literally do nothing
