Mikael's Cruible could use a buff

With the recent-ish buff to Athene's, Mikael's seems really unimpressive.

For a poke/sustain support (cough Sona cough), it used to be a choice between reliable mana regen and utility vs better poke and potentially useful mana spikes (getting that 15% back in an extended team fight could be a life saver sometimes). Athene's was a bit of a situational pick, but I didn't feel less useful for going that route.

Now it's a choice between better mana regen, poke, and CDR vs a single target CC remover with a huge 3min CD. Mikael's feels much less desirable and a completely situational pick for when the enemy team has a large amount of CC because it is otherwise a worse item.

Can Mikael's get a buff to its stats and/or a reduced CD on it's active ability? I realize you don't want to make it too good for fear of APC's/Tanks taking it, but it would be nice for it to feel like a relevant item/choice again.
