6.9 Advice: Who will the new Hextech mage items be for?

As a result of the mage item rework, I'll need to rethink my mid-lane mage builds. Since I main Lux, Morgana, and Twisted Fate, it should be pretty straightforward, but I'm still having a hard time understanding who the hextech mage items are for. Can I use them?

I'm not so sure bout the pistol but the belt certainly will see a lot of initial use if only for the dash. I see it being big on champions who can follow up on the dash with big power/cc (such as: Annie Kennen Akali )
