Gangplank player needs help

OK guys, so can someone explain me how lethality works?Before the preseason i was playing mostly armor pen gp for a powerful mid game, but i don't really understand how lethality works.Why would you make armor pen powerful late game if you can build crit anyways.Can someone tell me at which stages of the game crit is better than lethality and when lethality scales better.
