Can we talk about Rammus & Master yi??

Why these two champs still in league of legends in s10 while all champs got reworked to be more skills (like akali, aatrox, ...), Why there is a champ that he have 2.5 attack speed with true dmg and unstoppable exept cc (that he can dodge it using Q) and another champ that he literally dont do anything exept taking dmg and kill the enemy team using W, and he is the easiest champ to gank, yes im talking about rammus now, why riot didn't rework them yet??its s10 you have to give these champs some skills
