Marksman changes coming to PBE in the next couple days

I first wrote this in a recent thread outlining marksman changes set for patch 8.11 that I believe were on the right track but not potent enough, I am posting this here as well in order to gain more traction in an attempt to have the idea looked at seriously by Riot as I believe these kind of changes could push the game in a very healthy direction.

So I see this struggle a lot and I really want to help contribute, this is (I think) the third time you guys have looked at crit chance but no one has addressed the random nature of it, or at least not in a satisfying way, I guarantee if you entertain this idea for a moment and think about the concept progress will at least be made in the right direction even if these aren't the changes that fix the issues.

The IE change is in the right direction, since crit should exclusively be for tanks, but "critical chance" in general should be true damage conversion kinda how conqueror works but exclusively on auto attacks(it even fits the definition of the word "Critical" as a vital strike which was not defended against properly), this way AD crit items can have less AD to circumvent the squishy one shotting, crit chance in lane wont be an issue at all as buy crit would do nothing but keep your damage relevant with their armor increase from levels making raw AD much better unless you want to kill tanks, and marksman can be swapped to a more attack speed heavy playstyle, their high damage output will be gated by their ability to stay in range and alive simultaneously, emphasizing spacing and kiting to an even higher level and making marksman a more skill based role.

Champions like Caitlyn Jhin and Lucian fill the high AD niche, this would even be immune to abuse of penetration stacking since it's true damage, and your auto attack no longer has a 200% AD ratio, champions that have their own unique crit mechanics which can be maintained without effecting their balance in an absurd way, very strong hypercarries like Jinx can now properly dedicate to a 100% crit build without worrying about LW assuming she says she doesn't care about her w or ult damage, Ashe would be concerning for this change but that is the only abuse case I could think of besides marksman range maybe being a little too high overall.

As for marksman balance in comparison to other roles, unless outplayed or way behind a Fighter or Assassin should always beat a marksman 1v1. A Mage will have much more burst but should fall off in consistency due to the attack speed focus (depending on the mage of course). Tanks have tons of hp items to become truly tanky verses this while building real defenses, even a late game marksman with 300AD that lands 15 auto attacks is only 4.5k damage, about one tanks hp bar excluding Ninja Tabi and Randuin's Omen as well as assuming the marksman dedicated to 100% crit, at max attack speed this is 6 seconds minimum but realistically in a game it's closer to a range of 9 or 10. Randuins would almost certainly need changes either to lower true damage from auto attacks, or to true damage in general, but the better change would be to convert a portion of true damage into the enemy champions adaptive resource, something like 23%, so that if the marksman wants to go deeper into the counterplay against randuins they can stack to 130% crit to maintain their full damage (the math works out to 100.1% crit chance)

Following this however would leave marksman damage actually scaling a little low late game in comparison to now, so maybe crit chance values should be raised, making something like 150% conversion possible could work to maintain some semblance of the late game dream we have now without having to raise the value of AD items (breaking fighters and assassins in the process), alternatively all this true damage talk could also be made into 50% crit damage simply raising your auto attack AD ratio by 50% (I assume Kalista would only gain 9% due to her passive) which would maintain Last Whispers relevance if you guys are dead set on marksman dealing more damage to tanks than squishies rather than dealing the same amount of damage and letting tank stats flow naturally

Because this will inevitibly come up, I don't believe this would ruin the uniqueness of true damage in champion kits because so few of them want crit chance anyway, that having true damage without dedicating to a glasscannon build is unique on it's own.
