Suggestion for Riot. Tier 4 Quints

Suggesting Riot makes Tier 4 Quints and they cost, for example, 10,000-25,000 IP each however are significantly better than Tier 3 Quints. This way people who play the game a lot will be rewarded. Before I get bombarded with the classic "just get gud" or "sucks to suck" this system would potentially help people against smurf accounts that either troll provisional games to wreck lower tier players or just like to crush less skilled players. It would also help against people who buy accounts for the same reasons. Just an idea.
