Ranged abusers shouldn't be allowed top

Why are champions like Heimer, teemo, Liss, Kayle, Karthus, Quinn and Viktor allowed to dominate the winrates top for so long. For some reason it seems like Riot just hates bruisers, it's so dumb that these champions are allowed to be picked and you just can't even lane properly. Back when the game was good Bruisers used to be able to get a lead in lane and then transition to a split push to make up for their lack of teamfighting, but for some reason Riot hates bruisers.

Either you are forced onto a tank to deal with the ranged abusers or you have to play a ranged abuser yourself. Why should I have to play Sion or Maokai just to deal with the harass that these champions can put out and hug tower for 20 minutes having negative fun going against a ranged abuser like Kennen. It's been like this since S5, because for some reason bruisers just arn't allowed to have fun in the game anymore. Every single patch it's either Jayce, Kennen, Quinn or some other busted pick like Viktor that just bully you and don't let you play unless you choose a tank or just make it midlane where you also go a ranged abuser.

Over half of the highest winrate champions are ranged abusers top. Honestly theres a really good chance you either gho against a tank or a ranged abuser when you queue for the role and you just relegate yourself to a coinflip praying your team has half a brain, because the person playing the ranged abuser sure doesn't because they just auto win the lane for being ranged.

Riot needs to add a penalty toplane where ranged champions get -30 AD, -100 AP(Because mages are digusting), -100 movespeed, and -500 hp. The game would be fair to bruisers and let us actually have fun. Do you think that tank viktor top is some super fun champion to warrant one of the highest pickrates top? No he's just op and disgusting.

Riot needs to fix the game and balance it because right now it's terrible that these champions are allowed to be in the game.

Most champions that go top die very quickly once you close onto them, with the exceptions of Heimer and Lissandra.

They also tend to either only be viable top (such as Kayle and Teemo are), or barely even be playable top and even then only into certain matchups (Such as Vayne top still being only about 45% winrate even at her peak of strength).

My question is why were mobility users first permitted to come mid? But I guess riot can't make everyone happy with a single game mode

First of all, no. I think disallowing a champion from GOING A LANE by STAT PENALIZING them is absolutely toxic, more toxic than them going into top. And honestly, this problem only exists because of how defined league's mechanics have become. League is a STRATEGY GAME, and yet, no one likes strategy. Most players would rather play the same shit over and over again and just play what amounts to TDM games rather than actually use some strategy. Remember when bot lane finnally broke? When people finally realized that "Hey, I don't HAVE to play specific champions in specific roles, because the lanes themselves don't determine that!" EVERYBODY LOST THEIR MINDS. I fucking loved it even though I'm not a bot man myself, because it finally broke up the frame of the game. 1 guy top, 1 guy jg, 1 guy mid, 2 guys bot. That is the standardized league setup and each role has standardized champions. However it's the simple fact that the lanes themselves don't mean shit in terms of what you can play, however people are brainwashed into thinking they do.
