What if ryze alreaady has 40% cd from items? will his CD from ulti on lvl 16 count too? just curious i dont think it will but 70% cd :D

No. 40% is the cap.
cdr is capped at 40%, no matter what you do you can't exceed it
no... when I first play i used to stack CDR... and it stays as 40%... so i think it's capped at 40%... so the leftover is lost...
