Do you still get the cdr if someone else kills the champ after being hit by final spark? Also,(I doubt it), but does the cdr stack?

Yes, as long as it was within 1.75s of being hit by Final Spark.

What do you mean? It will shave off 10% of CDR for each takedown so if you hit multiple champions with Final Spark and they all die within 1.75s, then yes you should get 10% for each one
It doesn't matter who gets the kill, as long as the deceased was hit by the laser, and died within the 1.75 second window.
Lux only gets one refund per ult, regardless of how many die.
