Distressing

A team mate said that the only system that works is leave buster, is this true? Just got out of an 8 minute game, because a member of our team entered champion select and said. "I am just going to be trolling." Immediately he runs to an already taken solo lane, leaving "his" solo lane open. Then runs to bot lane to be disruptive. After his openness to not be concerned with winning and his goal to hinder us in ever having a win, the remaining 4 of us just stopped playing. The enemy team wasted no time, (almost like this thing is becoming more and more common) all coming to mid and pushed it to our Nexus in 8mins... 8mins.. What a waste of time for 9 people and its demoralizing because whats the point of using the damn report system after? It does nothing.. I have not once received a message mentioning someone reported has been punished. So is this battle over? Have we the respectful players lost? Should I be not giving a 2 flying .. just be as destructive as I want and then flip the verb to the community? Heck, nothings going to happen to me. Of-course I'm being sarcastic.. and frustrated, makes me not want to play the game. Between me being harassed about my IGN 50%(low balling) of the time by atheists and the open disgusting behavior of what seems to be an increasing amount of players.
