I see streamers build executioner's calling sometimes. My question is, when is the best time to build this item and why do you build it and against who do you build it?

every champion that heals a lot or teams with a lot of life steal.

Against heavy healing, obviously. Soraka, Mundo, Maokai, Warwick, Sylas, Vladimir among the others.

Works best against tanks since the upgraded version item 3033 has %armor pen.

Another case to note is when you can multi proc it on the enemies in the shortest amount of time. Example : Runaans on ADC's are good with it. Mages with AOE Poke spells such as Xerath or Annie.

it costs 800 gold. If your opponent relies on healing, it should be one of your first items. Soraka, Sona, Nunu, Vlad, Mundo, Mao, Sylas, Warwick, Fiddlesticks, Trundle, Aatrox, Gangplank, anyone whos building lifesteal, etc, etc
