Leaver-buster and Bugsplat

Today I encountered a bugsplat error during one of my matches. League closed itself and displayed the error, so I promptly restarted League and logged back in to reconnect to my game. I was gone maybe 4 minutes, everyone on my team only gained one more level, and we went on to win the game with ease. At the end of the game I received the Leaver-Buster warning, having me type "I Agree" to not leave any more games. My concern is that this new system won't be able to tell when someone actually leaves a game because they're mad/toxic or get kicked out for reasons they can't control (aka bugsplat errors/server lag/etc). I have only earned a "Leaver" on a game once before and it was because the power in building went out. As a player who never ever leaves a game, I feel threatened by this new system already requiring me to sign the warning for getting kicked by bugsplat for a few minutes. Has anyone else encountered this?

I was just in an intermediate bot game. A friend and I both couldn't connect for the first minute but he went on to connect while I was stuck unable to connect until about ten minutes later. We beat the bots obviously but Leaver Buster forced me to agree, not to leave games. I had no control over my connection. I kept getting error messages telling me to retry or cancel. I clicked retry so many times until it finally reconnected. Why am I being leaverbustered for a game I rejoined and had no control over connection issues?

I also get this. I have never intentionally left a game, but I have been disconnected so many times, and have no earned the rank of a 20 minute wait on a queue. Its ridiculous. I literally have to queue half an hour before I want to play. How is this fair? Riot please help me, I have put so much time and money into this game, and the automatic systems just ruin it for me.
