has a lot of problems and people generally don't seem willing to admit or care about how wrong it is to hate on him... for the wrong reasons.
Years ago there was a time when Teemo was really strong, it caused a lot of hate for the champion really early on and playing with/as/against him became a meme and it stuck. The discontentment towards Teemo at that point I feel was warranted. He really didn't have much counter play. Eventually it became communal for people to dislike him, may it be to seem knowledgeable about the game to other peer players or to simply give him trouble for whatever other reason not linked to attempting to "fit in".
The problem Teemo faces now is that other than him having like forty-five skins, he hasn't really received much love from Riot aside from occasional tweaks to his abilities.
People still complain about his kit, about how he "deals too much damage". Or "playing ranged into melee is unfair". The latter of him being melee < range is that a champion such as
with his grab out ranges Teemo's basic attack range and is just shy of his Q and because Darius' grab is an ability and not a basic attack, Teemo's Q does nothing in a trade against Darius but block a basic attack or two and deal a little bit of damage and because Darius's cooldowns on his abilities are not only off cooldown before Teemo's Q he could still just easily heal all the damage away with his E, which as Teemo is slowed will not only heal Darius but Teemo is now outtraded as far as damage output. Sure you can kite the Darius, but by the time you do (while still being slowed) you're probably already at half health and if he built
kiting him into a shroom will do little to save you as he's saved
to gap close and if that doesn't work he'll just
+ ult. The only way you can possibly win in lane against a Darius, unless he's "dumb" is to just wait patiently, hope he doesn't freeze the wave and pray your jungler ganks him when his
or
is down. Let's not forget he likes to build this thing. 
Darius is just an example, many bruisers have utility in their kit when used correctly can easily out play Teemo. It doesn't just stop at bruisers though as most top laners have things in their kit that can be used with little effort to out play him with. I hope if you're reading this you'll not have need for me to explain in extreme detail what

can do to out play him.
**Now as for Teemo's abilities - **
Passive - Pros: Turns invisible. Temporary attack speed buff.
Cons: Must be either in a bush or standing still. Sitting duck for enemies that have AoE abilities,  , Scry Flower,  .
Q - Pros: Blind, prevents basic attacks for 1.5-2.5 sec, 80% AP scaling, 8 sec CD, Is a damaging ability. Cons: Not useful against non-basic attack champions other than for dealing damage and only has slightly more range than a basic attack.
W - Pros: Movement speed bonus. Doubles movement speed - Which I must point out is a little overtuned imo. Cons: No use outside of providing more mobility. Especially when more than half the roster has mobility that can easily catch up to and escape from him. And I'm not going to list those champions or their abilities because "aint no body got time fo dat"
E - Pros: Makes basic attacks stronger. Deals DoT for 4 seconds. Decent AP scaling. Cons: Teemo's basic attack range is shorter than most champion's poke abilities and can easily outtrade him. This is a passive ability. His basic attack range is inferior to most marksmans in the game. Building MR against him makes his basic attacks tickle. The AP scaling on his E is nothing to be worried about in contrast to all the other DoT champions. While decent in scaling, late game it falls off dramatically.
R - Pros: Lasts five minutes. Turns invisible. Deals a lot of damage. Provides sight. Slows. Good for farming, just all in all a good ult.
Cons:

, Scry Flower. The enemy not walking on them because they know to avoid choke points and bushes. Requires a lot of mana to use. Can be destroyed. Can deploy either minions or use

's pets to destroy them for you. Then I'm guessing you're probably thinking "but those aren't top laners". To which I say, why not play them specifically into Teemo then? Except probably Ivern, which I'm pretty sure Teemo could easily win lane against.
I'm almost done...
Now let's talk about wave clear. Teemo's wave clear is good. He can farm with his shrooms, his DoTs can secure cs easily. His Q is also a basic attack reset. But into champions like,
for one who can 1 shot minions with her Q or
with his E W combo and

with their clear potential. (I'm sure I've missed listing a lot of better cs'rs than Teemo but I got lazy and didn't feel like taking the time and putting any more thought into this thread because if people are going to respond to it I'm counting on more than half of the people either blindly thumbing down my post because of the title or because they probably wont care to put as much thought into reading and making good arguments as I attempted to compile this thread.) I feel like my whole post and all my thoughts as worthless in this sea of threads, players etc. This doesn't stop me from voicing my concerns though.
But I digress...
Teemo's csing compared to a lot of champions, I feel is a joke. I feel like people are going to ask "Why would you play Teemo into Irelia?" To that I say, Should you play Irelia into Teemo? NO. lol. But neither should you play him into more than half the top lane roster, which is one of the points I'm trying to make.
I want Teemo to be taken more seriously. I want people to realize that Teemo is just sad... he doesn't have cool toys like all you assassins and marksmans do. He's just top lane basic attacking and laughing at your misfortune of being unable to read the map. He feels like the Meg of League Of Legends. Nothing inherently wrong with him other than the fact that he has always had the short end of the stick.
