CDR On AP Items...
Hi summoners(?). So I've been following the threads on 'how AP mages feel lackluster in terms of getting CDR' in relation to the AD variations. We currently have 5 items (not counting the support items or boots): **Athenes 20% (2800g), Morello 20% (2550g), Nashors 20% (3000g), WOTA 10% (2800g) and the new Lich Bane 10% (3200g). ** Three of these items are very niche picks, however we can say that the majority would go for a Chalice or Forbidden Idol.
Currently, I run two 50% CDR at lv18 quints which gives me 10 CDR in total at lv18. So what I would personally do on mages like Lux or Orianna is get a Tear, then Forbidden Idol (for the cheap 10% CDR), then finish my Seraphs to get a significant AP power spike and then finish my Morello for the full 20% CDR and damage. I get 40% CDR at lv18 at most just because I invested in Lucidity boots, a Morello and two quints.
Lets look at AD itemization for CDR then. They also have 5: **Ghostblade 10% (3200g), Deaths Dance 10% (3400g), Black Cleaver 20% (3500g), Essence Reaver 10-30% (3600g) and Triforce 10% (3800g) ** Generally Assassins and AD Casters would get Ghost Blade and Black Cleaver. Some ADC even get Black Cleaver for the defensive stats that it gives. But the one item that is really different from the rest is Essence Reaver. It gives scaling CDR which comes from Crit, an awesome idea, however getting the 40% CDR is way too easy as you only need around 2 to 3 items, without the use of runes, to achieve the CDR cap.
The difference between the ADC and mages is that the the ADC is the highest consistent physical damage dealing role in the game, where as (most) mages rely heavily on chaining abilities together to deal their optimal damage in the team fight. The problem with trying to relate the two is that one of them can 'miss' their damage, while the other (usually) can not, which is why CDR would be so much more important on mages because CDR is basically a mage's "attack speed" to some degree.
I propose a small change to one AP item to add just a little CDR to the mix for those mid lane mages.
Liandry's Torment - The blasting wand gets changed to a fiendish codex and now it gives 10% extra CDR. The change wouldn't be massive on a handful of champions. However I can think of only two cases where this small change could be slightly problematic.
On the other hand, 10% CDR is very little and generally you get the optimal damage from Liandry's by building it with a Crystal Scepter which would make this item more of a late game alternative to some mages. (Plus it would also help Eve T.T)
Another solution would be to add a totally new item all together.
[???] - This item would probably have low AP, however give CDR based upon the champion's 'bonus' mana up to a cap of 30%. It's also a late game orientated item, paired usually with RoA or Seraphs to get the maximum value. This item however has a bigger impact on the game as I can think of two characters, which are hard to balance, that would seem quite powerful.
Nobody wants to see them dominate the mid lane. Generally if these two champions didn't exist, it would open up some characters, that like to have a large mana pool, to having a massive amount of CDR without loosing out on too much damage.
Lastly, because late game is generally harder to reach because of the new patch. Why not add CDR onto a late game item? Rod of Ages - Gives 10% CDR when it is fully stacked at 20. I put the value at 10% because the champs above would probably get too much out of this item if it were any higher.

Pls buff Ziggs, he's so underwhelming. His bombs are like ant bites. PSSS. Can Twitch's auto attack animation be faster? He has to do this awkward pause and then lean when he fires.
