Returning player, what's up with the targeting/execute spell?

When I played a year or two ago, you could hit "Q" for Olaf's undertow (example) and it would bring up a targeting line that would follow your mouse. You could move it around and then hit the pointer on your mouse and it would fire. Now, as soon as your hit "Q", or any spell for that matter, there's no room to refine your aiming, it automatically shoots where your mouse is pointed. It's absolutely killing me and I can't find an option to change it back.

Someone please help.
