Trolling With Champs like Kalistia

So could we do a system for people like kalista which can potentially kill/prevent teamates from getting kills.

I was thinking that since Riot has gone this way there are probably going to be more champs like kalista. So can we do something like a new report category which is "Damaging game play with specified champion" at which point that person is is told to practice that champion before playing them in ranked, then if he continues they are banned for week from playing those types of champions, then with continued reports a month then permabanned from playing those champions or something. or maybe just do this in ranked or something, since some of the players might just not know how to play someone like kalista but that shouldent be at the expense of other players and keep them from doing decent in a ranked game.
