As a jungler you really need to keep tabs of your enemy junglers positioning in order to warn your teammates about his possible and most probable location as well as being able to counter jungle with that kind of information.

However for getting out of gold in general, keeping tabs on all players summoner spells is key in winning teamfights and having successful ganks. It's easy to ping the summoner spell but chances are you're just saying that for the sake of saying that it's down for now but you're not keeping track of when it will be up until you seem them use it again. The key is to KNOW that their summoner spells are down and to capitalize on it.
