How to lower the ping in league of legends ? And should riot make more servers ?

So iv been playing this game for quiet a while now and recently i went on a net caffe to play a game with my friends there and i noticed ping was 50-55 ms , but in my house its like 70-90 always . Does anyone know how to lower it ? Also id like to suggest making more servers for this game because balkans region usaully has really bad pings on eune and euw, also comparing our game to low ping ones it seems so much easier to dodge skillshots. Thank you !
