Looking for clarification on ADC's in the current Meta

I'm a super casual player - almost exclusively just aram with my friends.

I've been trying to figure out why ADC's are largely absent in the current meta, with champs like vlad and brand taking their place. I see a lot of complaints and pieces, but still not really sure exactly why ADC has changed so significantly.

Are assasins and diving just really strong this patch that ADC's can't get their damage out? Or were ADC's themselves nerfed?

IE got nerfed and marksmen in general got some stat readjustments because theyre ranged and shouldnt be as naturally tanky as shen.
The sky is just falling; itl be back to normal in a month as long as riot doesnt panic buff the frag out of them.
