NA updated assuming 4.14 but no Gnar so i went into a custom game and tested the Kass ult cd nerf but it didnt change so why update :c? But the suggested players show

the cooldown on kass's ult didn't change, but how long he keeps the stacks of his ult changed.

Gnar wasn't released with Patch 4.14, but will become available in a bit. Kassadin 's ultimate didn't have its cooldown nerfed, per se, but rather had its Riftwalk stacks duration increase from 12 to 20 seconds: you can still blink at the same low cooldown, but it'll take a lot longer for the mana cost to return to normal.

It means Gnar's not out just yet but will be in a short amount of time, i.e. likely within the next couple of weeks,

It's the same way every time they release a new champion. Their assets are technically in the patch notes, but they don't get launched for a little bit afterward. Could be a couple days, could be near a week. Hard to say. Just be patient.
