Probably the old Rune Combiner.
i dunno if its still an option now, but before you could merge 3 runes to make 1 random rune that is 1 teir higher then those merged. which allowed you to go over the 9 rune limit.
i think in the older days it didnt stop you from mistakenly buying more then 9 runes
i have 10 armor seals so
just send them a ticket asking them to remove it, they did it for me
