The Xp gain change

Ok so I've been waiting forever for anyone to bring this up, but considering that no one seems to talk about it, can we please discuss the experience changes that occurred in 8.1, like there was a lot more important stuff to talk about at the time, but the experience change has got to be one of the most influential things to come out of a patch and no one discusses it. If you don't know/didn't care basically experience was overhauled in 8.1 to scale with level, on everybody not just junglers even though that seemed to be the case at the time. This is the reason why the early game is decided so quickly and why late game champs were shunted completely out of the meta, and no one talked about it. I understand and like the fact that games go faster, and don't get me wrong I am bad at this game, but even I see what this does, champs like Gangplank, Nasus, basically any adc that wasn't Quinn, Draven, Lucian (to a certain extent), or any late game reliant champ was just booted out because of it. I'm just going to TL;DR this real quick, anybody with a bad early game and a strong late game was given the boot to any champ that can properly snowball or has a strong early game making a decent portion of the roster unplayable in most circumstances, and no one talks about it.
