Heimerdinger needs boots?

So i play alot with heimerdinger and i stack ap items and use the banner of command. I basically never run and push only within range of my newly placed turrets. I end games usually near or above 30 kills with a few deaths. But i build without boots because i never find myself running for my life, and chasing someone down just isnt how heimer works. It seems like i can use the slot for another high powered AP item instead of a speed boost. My question isnt really whether or not i need the boots for speed, but more of is the +15 magic penatration that im losing from sorcerer's shoes hurt me that much? i get +15 from my Liandry's Torment. thank for the input guys.

This begs the question: Does Azir need boots? He can't chase either, and running is barely an option. The few times I played him, I just bought item 3117 to strategically position myself on the map.

Same thing for Janna , I never buy boots for her either. item 3069 and her W is all the mobility she needs. item 3023 if I absolutely must.

Holy cow, don't bury your question so deep in a wall of text. Just found your real question.

So, to answer your question, the 15/30 flat spell pen helps to get that true damage on squishes. Honestly, if you're doing enough damage, someone with 30 or even 50 MR isn't going to be that much harder to kill.

Basically: item 3020 + item 3136 < item 1057

If your targets don't have any MR items, or it's just lategame item 3105 aura, then item 3135 is really the only penetration item you need.

i almost always get cdr boots on heimerdinger.

with banner of command cdr boots and 5% cdr from masteries i get 40% cdr early.

if the game looks like i HAVE to carry it by myself, i will just sell boots for a ga and wait for them to push late game , try to ace and go for the win.

I usually build Banner>Athene's/Morellonomicon>Hourglass>Rabbadon's>Void staff with boots thrown in along the way, but considering your point (Heimer really is kind of immobile and doesn't need boots) I would probably go for either Rylai's or Liandry's (only the turret beam attacks apply the slow+burn, not the normal attacks).
