Taric - Improving

Ok, so... Taric. I have some general ideas on how to improve Taric, these are just some utility upgrades that could help him be viable again.

First of, let's see why Taric is not considered a viable pick and doesn't see much LCS or solo queue play. Taric's kit includes a heal, a stun, an aura that increases your allies armor and an aura that buffs the AD & AP of his allies. Now all of this sounds pretty nice right? You can heal your ally when he gets damaged, you can provide him with more armor vs AD, you can stun an enemy and boost your team's AD & AP. So despite all of this, why is Taric not seeing any play?

The more viable supports nowadays all have some means of gap closing to initiate on a kill. For example: Leona can use her E to dash on to the enemy, Janna has a movement speed boost, a slow, a knockup and a knockback, Thresh has his Q to pull the enemy and then dash on to them, Blitzcrank has his Q to hook the enemy, etc & etc... So where am I going with all of this? Well what if, Taric had a gap closer?

This is my general idea of how a gap closer could be implemented into Taric's kit:

Dazzle (E): The general idea is for Taric to have an easier time to follow up on his stun, so what if he were to gain a movement speed buff when he successfully lands his stun on a target enemy? I won't go into the numbers of this MS buff as I'll leave that to someone else.

Now, this would be a pretty good improvement for Taric, but, what would he do after the stun? With no further means of CC the enemy will eventually escape if Taric's team doesn't follow up in time, so, with that in mind, I have an idea for his ultimate.

Radiance (R): Basically, what if Taric were to have an AOE slow once he used his ultimate? If some of you remember, there used to be an item in League called "Shard of True Ice". Now what this item had was an Active that surrounded an ally with an AOE slow. What if this effect were to be implemented onto Taric's ultimate? That is one idea, the other idea is that Taric would have a short AOE stun on his ultimate, let's say one second?

Now some of you might be thinking that this will just make Taric too op and his ultimate will be the same as that of Leona and Sejuani, but even better since he has the AD & AP aura right? Well there's one simple but effective counterplay to this. Sejuani's and Leona's ultimates respectively are both ranged stuns, with Sejuani's being a skillshot and Leona's being an AOE that isn't all that easy to land. Now the stun on Taric's ultimate would be in an AOE around him, which would mean that he effectively has to come up to the enemy team and if the enemy does not back away or punish him, he will land the stun.

These are just some of my general ideas on how Taric could be improved a bit. Let me know what you guys think.
