Talon slightly buggy, animations like the old Katarina

I've been playing Talon a short while, and League for about 3 seasons now. After playing all champions at least 3 times, whether I own them or through the weekly rotation, I've noticed something extraordinarily ironic. Talon, an assassin who's quite possibly the ideal candidate for speed and efficiency, has the slowest AA reset in the game. It happened a few months back if I remember correctly, but I was selected as jungler, and my team needed someone tanky. I went with Sejuani (her R is so fun). Fast forward to my lvl 5 and the enemy Talon's lvl 4, I rush to gank mid with 200 hp as my own mid laner gave up first blood and left Talon with about 100 health. As I rushed into him with an E he easily flashed (and as an assassin, this reaction time is expected and REQUIRED), we both went for an auto-attack and then an ability cast. What I noticed to be unfair and, honestly, stupid, was that while he pulled off the auto attack faster than I was (his flash was close enough for AA range and he right clicked slightly faster), I was able to attack with my W almost instantly, even though he'd obviously activated Q before my W. An** assassin**, with a tiny little knife up his sleeve, was outpaced by a Flail-wailing boar rider. The fact that I had achieved a kill and survived because the assassin I was fighting couldn't attack as fast as I could, given nearly identically scenarios, is ridiculous. Playing Talon has brought me to the frustration my enemy must've once felt, as more than once I've been denied a kill because people could flash faster than my Q animation could finish. In fact, it feels like lvl 1, his normal AA animation is faster than his Q animation.

One more side note, his E teleports you to the target just fine, but occasionally it will stop your actions all together and you're left standing there, behind that fed ADC, with a shining blade and a blank stare. You have to right click the target again to get him to attack with his already slow Q.

Could someone please try to fix, or at least explain why this is happening?
