wth happened to the provisional system

It just sucks now. does elo decay keep going even if you haven't played ranked this season?

I was silver 1 when i quit last season, and just came back recently. Decayed to silver 4, which i didn't care about, but during provisionals, I just stomped EVERYONE... was so bored I played a troll build Anivia top, and still wrecked a Wukong... won 8 in a row, by a landslide, and got placed in.. silver 4.. how does that even happen?
