passive is she gains movement speed as the game goes on but she can't purchase boots as a result, what's the point of doing that but letting pretty much every other champion with the same body design or worse have the ability to purchase them? Corki, Nami, Anivia, Fidd, Zac, Skarner, etc. are all champions who shouldn't be able to buy boots or utilize them effectively, yet they do??? AHHHHHHHHHHHHHHHHHHHHHHHH

Can't say I know the exact reason (Cass being a DPS hypercarry mage perhaps, freeing up a space for another damage item is the reason), but I'm guessing it's a gameplay reason, not a champion design reason (like how Nami has a comparable body).
Because they're magic boots. Everyone knows magic boots work on planes, mermaids, glob things, those that levitate, and everything else but don't work on half snakes.

Cass's passive is a strong buff. Not every champion needs such buff.

they all have feet. nami and cassiopeia have no feet. let's complicate things. and we need to watch our wording so they dont simply let cass buy boots again.
