Leveling a new account

So...as a league of legends player since season 3 i cant understand why riot still dont let the spells to be free at level 1 or 2 I personally think that you should add before the creation of a new account if the player is experienced For Example if the person says he has lots of experience then let him use the spells and rune etc Otherwise this system is pretty good Maybe you should condider adding this feature !!!

They restrict it so as to not overwhelm actual new players. Lots of options all at once can be confusing, so locking them off to most spells, and slowly introducing them, is generally going to help them out.

That, and it'd just help smurfs out significantly more if they gave you all spells at once.
