Can we buff champions into the meta, instead of nerfing them out of it???????

It seems every patch the champions that are popular at the moment or champions that have high ban/pick rate in LCS are being nerfed, sometimes to the point of being unplayable. (kassadin RIP) My question is.... Riot can we look at buffing other champions up to that level instead of nerfing the strong ones out of the meta? Im no expert on game balance or anything and if there is a good reason you do things the way you do, i would just like to know. Any thoughts on this?

Okay think of it like this: You can nerf 3 outliers, or buff 100+ to varying levels that put them up to the outliers.

Which one is easier?

Totally agree. Trying to buff unviable champions to counter the meta champions is a great idea. No idea if it will work, but it's way better than passing out -10% winrate nerfs like it's concessions at a ball game.
