Why are we nerfing Evelynn again?

Someone please remind me why we're nerfing Eve again? Evelynn •Dark Frenzy (W) Mana cost increased to 40 from 0. Now it may seem unreasonable for me to be mad about this, BUT REALLY??? Eve isn't allowed to have mobility in the jungle? She has no cc outside of her ultimate, and aside from rylais she has no way to keep up with her targets but for her w. It's her engage and her escape. Meanwhile RekSai LeeSin Nidalee get free mobility, over walls even. I realize that there are far less mobile champions in the jungle and that this isn't a huge nerf, but I'm really not getting why we're nerfing Eve in the first place, especially when other junglers are far more dominant, especially in solo queue. I haven't seen an eve jungle in forever, all we see now is devourer junglers.

You get it! Using W while jungling helps Evelynn get around to camps faster, which right now Evelynn pays for by disabling her Passive (if it was up). Now she pays for it by paying 40 Mana as well, which is slightly more than 110% of Evelynn's Q cost. That's pretty big: either she uses a damaging spell or she uses a speed up.

If Evelynn must be "gated by Mana", why not just increase Mana cost on Q or E or something? This change feels awful because hithertofore we could use W freely, and now suddenly we have to think about Mana management when using it. That's terrible, Riot.
