Soraka's Silence Bug

Hey everyone, just wondering if someone could shed some light on this for me?

A while ago I remember reading that riot thought they had figured out a way to make Soraka's silence properly function when immediately placed on a champion. Like when someone is in zhonyas and the silence is on them but then they still manage to flash before it actually applies the effect. I was just wondering if this was ever actually fixed?

With the grevious wounds change coming as well as another nerf to Soraka it would be nice to know that her silence was actually functioning reliably.
