Turn off new map effects from settings

Why is there no option in the video settings to turn off the new maps visual effects? like I don't want to play with 40 fps because ocean drake made the map rain.

i legit play at 4 fps thanks to ocean drake. and have an account named oceandrakegarbage

Please fix this.
