Why doesn't Static Shiv have armor penetration?
Common armor = metal. Metal conducts electricity. Therefore, static shiv should have armor pen. :D

its almost as if magic damage ignores armor and shiv does magic damage
That 100% armor penetration on shiv procs, though. :^)
