Ahtlon is ddr3 while some Pentiums are ddr4. DDR3 and 4 are probably on same price

your ram matters but 8 gb should be more than enough unless your running windows 10
your hard drive doesn't really matter
its all going to be based on CPU, ram, motherboard and graphics card
any frames more than 60 per second does not matter.unless your monitor is going at more than 60 hertz it wont show more than 60 per second anyways. so going beyond that is pointless
