Bloodrazor Ranged Nerf Needed

Too many champions use bloodrazor unfairly, such as twitch and kogmaw. The amount of damage they both deal with AS steroids is ridiculous and the bloodrazor runnahns build is overpowered. The only way to fix this is to nerf bloodrazor for ranged, just like devourer.
