Since the initial nerf wave she got hit by after her release Riven was never really op in any elo. To be honest she was rather weak in the hands of the unexperienced and only viable once you played her for a good number of games, and even then there are hardcounters and just better toplaners that abuse her. As a toplane main I never understood all this Riven hate.
Riven could have a 20% win rate and there would be people on the boards claiming she needed a hot fix nerf, as far as whether this will help, I think having better options for AD and CDR that aren't tied to crit would be the better long term solution, similar to having better CDR options for manaless AP.
I only hate Riven because of her annoying mobility. I wouldn't say she's OP. She's just annoying to play against.
Riven is still overpowered but nowhere near the truly broken characters
i dont think shes op, but i dont think buffing her very early on to support her animation cancelling cheese burst to snowball from there through the entire game is the right way to go about it.
my first qestion would be, why is she underperforming at the moment with all her mobility, burst and cc?
what is holding her back right now? im honestly not sure its too little damage early on.
