Ayup. As a Ryze main and PBE player, I knew these Nerf would kill him. Against someone who buys early MR to your early tear, you simply run oom before they die with the lowered damage on his E.

The problem is that his kit is VERY hard to balance. They may have to just start back at square one to ever get him balanced.
