Vladimir counters after mage rework

Seriously, what even counters this new bullcrap vlad? So far he is appearing in nearly every game, and never doing badly, except for one guy that had absolutely no idea what he was doing (never used his empowered Q or pool).

He is seemingly unable to loose trades, he trollpools away from anything he cannot fully heal himself by clicking.

I just watched an unfed vlad with no big AP items 1v3 full-hp akali, (bad)renekton and ashe, and come out with 100% hp 20~ seconds later. This is by no means a rare event in the current state of the game.

What are your experiences? What can actually shut him down? Forcing him out of lane seems utterly impossible without sustained poke, can he be denied CS?

As someone who Really supports Vlad, (even though he is a bit strong)

He's a battle mage, He's going to do pretty good in a crowd. Also, his new kit allows him to fair well with Tank items. He doesn't even need a ton of AP to be effective.

Best way to learn what counters which champion is to play that champion in multiple games.

I think he might need to be toned down a bit, because he feels too strong rn, but I think a big mistake many players make is they try to fight him when the red bar below his health is full, and then he just does a ton of damage and heals for a ton.
