Ranked Provisionals not working? + ranked needs an overhaul

I have two problems here when it comes to ranked the first being that I've had friends who have gone positive with their win/losses in provisionals and ended up getting a lower tier than they were S4 which I find odd. I'm no expert on how Ranked works but if someone could explain to me this that would be awesome. Second problem, I think ranked needs an overhaul. Good players with not the best teams should be rewarded. I know I'm not the best player but whenever I ask higher ELO players they simple say to carry or work harder. I understand how it must be really hard to create a system that analyzes a player for more things than just a KDA but still. I found myself playing ranked last season and I would win two games granting me maybe like 28 LP and then losing one and losing that 28 LP. I don't know how Riot is going to do it but I do think ranked needs an overhaul to provide good players with a way to get to higher ELO. This is just a grammatically incorrect rant and if anyone wants to school me or say something that would be awesome.
