No one made them pay for it. If someone is upset they spent $200 for an in game aesthetic...well...not the company's fault.
Its not garunteed. Its like a lottery. Expecting them is just stupid.
It doesn't hurt that you probably receive 100 dollars in skins along the way though.

The wonderful thing about hextech crafting is that you don't have to pay for anything. Yeah, it's going to be inefficient if you spend money on it. It's a tax on impatience. [slayer-jinx-wink]

Not to mention, it's been compared to medieval twitch from the RaF program. It was, and still is a rare skin to see, not many people have it. It's not meant to be a skin that's easily accessable by everyone. It's meant for people who want to play the champion, and take the time to collect that many gemstones.
You're more then welcome to spend excessive amounts of money to speed up the process.
you only get a chest if you win and someone in your party gets an s- or higher AND you haven't already gotten a chest for the champ you just played.

the lack of fragments are quite annoying when you have 6 chest and 1 fragment
