Heca counter?

Nasus-Wither Dont group up when he has ult counter jg.

I'm guessing the usual brutal as hell early game bruisers can all take him out, Darius, Garen, J4, Riven... his sustain costs a ton of mana, and so does his Q over time.

Probably a ryze top would do decently. That root lasts years...Some success I've had vs hecarim top when I played vs him was swain/ryze in laning phase.

Jungle idk a nunu always does well in counter jungling, the snowball/ult couldn't hurt vs his passive too.

use exhaust first it will reduce his damage so he doesn't hit as hard then it will slow him which will weaken his damage even further and if you don't want to waste a summoner spell on exhaust just pick nasus top or any other top laner with a slow

Never had an issue against a Heca as those three in top lane, like I make that horse my little pony as those three champs and there's nothing he can do about it without jungle help. I tend to beat him as and as well, but it wasn't as easy and felt more like I was simply outplaying a bad Heca and less of a champion counter.

As for the jungle, you just have to keep wards up, be there for counter ganks, and avoid being counter ganked. Basically the same as every other jungler with hard engage.
