Why is Aatrox so weak?

Can anyone explain to me why Aatrox is so bad right now? I enjoy playing him, but unless your ahead, you cant really do anything with him. His laning is kind of lackluster, and his ability costs are, in my opinion, are a little high for his damage. Like i said, if your aren't ahead, he feels very weak. Unless your jungler camped your lane, and got you fed as can be, Aatrox feels so weak. Maybe its my build path, but could someone outline a good build path for a toplane Aatrox
