Skill + Flash : we need clarification !!

I recently found out that R + Flash of Blitzcrank would move the visual effect with the flash but the damage stays at the original location (seems like a bug).

More generaly I would love to have a real clarification about flash when spell is charging because there are so many different behaviors :

sometimes visual effect AND real spell / damage are applied at the FINAL position ( Ahri's E for instance)
sometimes visual effect AND real spell / damage are applied at the ORIGINAL position ( Morgana's Q for instance. It's a shame it's not like Ahri's E)
sometimes visual effect are applied at the FINAL position and real spell / damage are applied at the ORIGINAL position ( Blitzcrank's R for instance)
sometimes visual effect are applied at the ORIGINAL position and real spell / damage are applied at the FINAL position ( Cassio's R a few months ago)

And I would love to get a real list of all the spell and their behavior with flash.

Depends on your timing. You can flash ult easily

You wouldn't understand the explanation unless you understood code.

But you wouldn't need an explanation if you understood code.

Why so much flame ?? I am a developper and I do understand code. It still does not explain why ahri's E can be displaced with flash while morgana's Q cannot (and it is not about timing !). Beside, when the visual effect do not correspond to the damage it is a bug (such a Blitz R)

Ult + Flash only works on ults with a cast time (think Cassiopeia)

Blitz' ult is instant

There is actually a cast time to blitz ulti (you can see the loading bar on the bottom) and it's the same for morgana's cage! That's why I would need clarification : why all spell with cast time can't be used with flash ???
